In Recognition and Appreciation
Lieutenant General Brent Scowcroft (USAF, Ret.) has faithfully served our nation for over 50 years. His foreign policy skills, critical advice and counsel to three presidents have helped guide our nation through many turbulent and dangerous times. In recent years General Scowcroft has been a mentor, steadfast supporter and generous benefactor of the Special Operations Fund (SOFund). In recognition of his service to our nation and the SOFund, the Board of Directors established the Special Operations Fund Scowcroft Scholar Program in fall 2011. The purpose of this program is to identify and support the next generations of leaders as they prepare themselves for future service to our country.


1. The Scowcroft Scholar Program Parameters:
        a) The SOFund will provide an annual $10,000 undergraduate scholarship to the son or daughter of  a KIA/KIT, current or veteran member of a unit represented by the following organizations: Rangers Scholarship Fund, Unit Scholarship Fund, Night Stalker Foundation, Navy SEAL Foundation, Development Group Scholarship Committee, and The Association (Air Force). Each Scowcroft Scholar will be a graduating high school senior entering their first year in college.


        b) General Scowcroft’s intelligence, character, service, and leadership serves as the guide for the successful applicant. The successful applicant will demonstrate exemplary secondary school credentials in academics, extracurricular and personal activities. To be eligible for consideration a candidate:
        *Must have tested in the top 85% of those taking the SAT or ACT and be in the top 10% of their class. Students whose high schools do not provide a rank in class must have a cumulative grade point average of 3.5 or higher (on a 4.0 scale, or an equivalent).
        *Held positions of major responsibility and leadership in extracurricular activities.
        * Will submit an essay of up to 500 words on “Challenges of Diplomacy in the 21st Century.” The essay should provide the SOFund with an insight on the applicant’s perspective on this subject and the role recommended for the United States. 
        *The Scowcroft Scholar must maintain at least a 3.0 GPA (on a 4.0 scale) and makes satisfactory progress towards meeting graduation requirements on time, in order to sustain the scholarship for 4 years of undergraduate study.


        c) In order to maintain anonymity, applicants for the SOFund Scowcroft Scholar Program award will email their completed PDF applications directly TO THEIR LOCAL SCHOLARSHIP ORGANIZATION as noted above. Only fully completed applications will be considered – DO NOT LEAVE ANY ITEMS BLANK. The local scholarship organizations will review and email the redacted applications of their top three qualified students to the SOFund.


        d) The SOFund will announce and notify the local scholarship funds of the awardee.


        e) The Scowcroft Scholar award can be revoked at any time if a recipient fails to advance academically, or if their personal conduct brings shame or dishonor upon their family name, undergraduate institution, Special Operations Fund and/or their respective Rangers/Unit/Night Stalker/SEAL/USAF scholarship organization.



2. Scowcroft Scholarship Timeline:
       11MAR19 Scowcroft Scholarship guidelines/application sent to local scholarship funds to disseminate to high school seniors expecting to attend college or university. The application will include a 500-word essay on “Challenges of Diplomacy in the 21st Century”.
Local scholarship funds validate eligibility/ distribute / receive completed applications and select top three. 17APR19 Local scholarship funds submit top three redacted applications in three individual PDF files to SOFund. 18-29APR19 SOFund votes on validated applications.
30APR19 SOFund announces and notifies local scholarship funds of Scowcroft Scholar awardee.
TBD SOFund transfers scholarship award to recipient’s institution of higher education or local scholarship fund for distribution.
