WO1 Jennings was born in Baton Rouge, Louisiana on 10 September, 1952.   He served at Fort Rucker, Alabama before arriving at Fort Campbell, Kentucky as a pilot for Charlie Company, 158th Aviation Battalion.

WO1 Jennings was killed during a test flight was the UH-60A, #993, he was flying crashed near Christian County, Kentucky on 26 August, 1983. 

He was married to Linda Jennings and had one daughter, Dawn
