SSG Palacio was born in Sacramento, California on 23 August, 1969. He graduated from Sacramento High School and enlisted in the Army in 1989. Following basic and advanced individual training, SGT Palacio was assigned to Headquarters and Headquarters Company, 17th Aviation Brigade in Seoul, Korea where he served for 27 months as a flight operations specialist.
In 1993, SGT Palacio volunteered for duty with the 617th Special Operations Aviation Detachment, which was later redesignated as Delta Company, 160th Special Operations Aviation Regiment (Airborne).
SGT Palacio’s awards and decorations include the Meritorious Service Medal, the Army Commendation Medal, the Army Achievement Medal, the Good Conduct Medal (second award), the National Defense Service Medal, the Humanitarian Service Medal, the Noncommissioned Officer Professional Development Ribbon, the Army Service Ribbon, the Overseas Service Ribbon, the Joint Meritorious Unit Award, the Parachutist Badge, and the Expert Rifleman Badge.
SGT Palacio died on 4 March, 1997 during service with Delta Company at Fort Kobbe, Panama.
